Accessibility statement
Mos Eisley is committed to making this right-of-way permitting site usable by everyone, including people who use screen readers, magnification, speech input or a keyboard alone. The site is provided for Mos Eisley through ROWAY, a hosted permitting service: accessibility work on the site itself is carried out by the ROWAY team, while requests, complaints and grievances are received and answered by Mos Eisley.
The standard we work to
This site is built and tested against the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, the standard adopted for state and local government web content under Title II of the Americans with Disabilities Act.
Conformance status
This site is partially conformant with WCAG 2.1 Level AA. Partially conformant means that most of the site meets the standard and that some content, described under Known limitations below, does not yet fully meet it.
How we test
Accessibility is checked with automated tools on every release, and pages are reviewed by hand using a keyboard alone and using screen-reader software. This statement is reviewed whenever the site changes materially.
What we have done
- Every page can be operated with a keyboard alone, with a visible focus indicator.
- Forms have real labels, plain-language help, and errors that are announced and linked to the field that needs attention.
- Every map is paired with a table listing the same permits, so map information is never available only visually.
- Status is always given in words, never by colour alone.
- Pages reflow to small screens and to magnified text.
Known limitations
Documents attached to permits — plans, drawings, certificates of insurance and the like — are uploaded by applicants and by staff, and we cannot guarantee that every attachment meets the standard. Whether or not one of the exceptions in the Title II regulation applies to a particular document, if you need the contents of an attachment in a format you can use, ask us and we will provide it at no cost to you.
Tell us about a barrier
If any part of this site is difficult or impossible for you to use, please tell us. You do not need to use a particular form or particular wording.

It helps if you can tell us the page you were on, what you were trying to do, what happened, and how you would like us to reply. We will acknowledge your message within 15 calendar days and work with you on an answer.
Requesting an accommodation or another format
You may use the contacts above to ask for information from this site in another format, or to request a reasonable modification of Mos Eisley's policies or practices so that you can take part in its right-of-way permitting process. There is no charge for this.
Filing a formal grievance
If you are not satisfied with the answer you receive, you may file a formal grievance under the Americans with Disabilities Act with Mos Eisley. Mos Eisley will acknowledge the grievance within 15 calendar days, look into it, and give you a written response within 30 calendar days or explain why more time is needed. To begin a formal grievance, contact us using the details above.
You do not have to file a grievance with Mos Eisley first, and doing so does not affect your right to file a complaint with the U.S. Department of Justice at ada.gov/file-a-complaint (opens in a new tab) or with any other federal or state agency.
